Not quite understanding what you posted there - do you mean the lights are ok if you leave them on for 15 minutes ?
I suspect the clicking sound will be one of the relays at the front of the car. The wiring loom at the front is notorious for getting water in it and this then causes all sorts of problems with headlights / headlight motors - usualy it's either a ground problem or the 12V feed isn't getting to the relays properley.
You could try locating the 2 relays that control full / dip and headlight - usually the 2 on the left most when looking at the front of the car - all just behind the front bumper section under the bonnet. The Red / Green wire should be the 12V feed from the main fuse box (30A fuse) so if you pull the fuse and check resistance with a meter - it should be very low (sub 1 ohm), if not you may have wiring issues. The 12V feed goes to the 4 terminal relay first, then from that it's fed to the 5 terminal relay which controls which of the 2 filaments is illuminated.
It's also common to get poor connections on the 3 terminal plug on the back of the headlights as well.
I've fixed problems before now just by unplugging / replugging all the connectors.
Incidentally, the power feed to the switch comes from that loom at the front as well - it's a brown wire. I had to provide a new feed to mine as it wasn't working at all in the end.
If you are still stuck after all that - I probably have a spare headlight switch.

I have the relays you can have for postage. Sounds like a really bad earth which can still be a relay as they are earthed.
